What Is the 3-1-1 Rule for Carry-Ons?

The 3-1-1 rule is an easy mnemonic (supposedly) from the Transportation Security Administration (TSA) that refers to what liquids you can in a carry-on. You can bring liquids that are smaller than 3.4 ounces in one, clear, quart-sized bag, with one per person. I usually fit mine inside my toiletry bag, but many people put theirs in the external toiletry pocket for quick extraction if TSA needs to check.

Should I Get a Softshell or a Hardshell Suitcase?

Truthfully, quality hardware matters much more than the material. Any spendier suitcase with a better warranty will last you longer than a cheaper suitcase. Softshells usually have front pockets and they’re softer and easier to expand and squish into smaller compartments. However, the fabric can be permeable to water, and they’re easier to slash open. Hardshells are usually lighter, but you’re a little less flexible with regards to storage. I prefer softshells, but I don’t ever leave my luggage unattended.

What Size Suitcase Can I Bring?

If you take one tip away from this guide, let this be it: Save yourself the aggravation at the airport, check the size requirements for your airline, and grab a tape measure. If you’re in doubt, pick a soft-sided bag so you can squeeze it into the airline’s sizer box when you’re about to board. Amid a string of cabin fires caused by the lithium batteries commonly found in popular tech devices such as power banks and laptops, both airlines and regulatory authorities have been cracking down on rules for their transportation over the last five years.

Most recently, the Transportation Security Administration (TSA) reiterated that the cordless irons and hair straighteners many use for daily grooming are banned from checked luggage.

These instead need to be kept near the passenger at all times in the carry-on, since storing them in the cabin makes it easier to spot and put out a fire.

“Cordless curling irons that contain lithium metal or lithium ion batteries or are gas or butane fueled are only allowed in carry-on bags,” the TSA states on its website. “A safety cover must be securely fitted over the heating element. The device must be protected from accidental activation.”

TSA warns of “devices containing lithium metal or lithium ion batteries”

Travelers should know that the lithium-ion battery is found in more common beauty and personal care items than may immediately come to mind. 

On its website, the TSA states that the electronic toothbrushes many use for a deeper clean can be brought on the trip, but need to be packed with “special instructions,” depending on the type of battery they contain.

Anything with regular alkaline batteries can be transported without any special care in either carry-on or checked baggage, while electronic toothbrushes charged through a cord or charging base usually contain a lithium battery and so need to be brought in the cabin.

“Devices containing lithium metal or lithium ion batteries should be carried in carry-on baggage,” the TSA writes. “Most other consumer devices containing batteries are allowed in carry-on and checked baggage.”

Other beauty and personal care appliances that should be checked for lithium batteries include airbrush makeup machines, light therapy masks, microcurrent massagers, and other electronic massage gadgets.

While items that are accidentally packed inside the checked suitcase will usually not be flagged, stowing them incorrectly can risk them being thrown out by a TSA officer.

The TSA requires that all devices with lithium batteries be brought aboard in carry-on luggage.

“If these devices are packed in checked baggage, they should be turned completely off, protected from accidental activation and packed so they are protected from damage,” the TSA states in updated instructions, offering “if in doubt, leave it out” as packing guidance.

A recent incident on a Delta Air Lines  (DAL)  flight from Atlanta to Fort Lauderdale illustrates the danger of lithium metal or lithium ion batteries. The pilot had to divert the plane to Fort Myers when cabin smoke smelled by passengers and flight attendants was traced to a power charging bank that had caught fire. 

Due to their larger size and energy power, such batteries are particularly prone to short-circuiting while on a plane.

An American Airlines  (AAL)  flight carrying 160 passengers from Philadelphia to Phoenix also had to make an emergency landing in Washington Dulles International Airport in August due to a cabin fire started by a passenger’s personal device. 

The FAA reported a total of 46 battery-related fires in the first half of 2025 leading up to August 15.

Hardside vs Softside

If you’re torn between choosing hardside or softside luggage, consider these points: Hardside luggage is more protective when it comes to water-resistance and scuff marks, but the rigidity means you might be sacrificing space when packing (compression straps and pads, do provide some help though). Softside luggage is more flexible, weighs less, and usually has more external pockets for easy access to essentials during transit, but can be prone to ripping.

Spinner vs Roller

Luggage with four wheels (also referred to as spinner luggage) is more convenient and maneuverable for smooth surfaces like airports. But even with the best spinner luggage, more wheels means there’s a higher probability of one getting damaged, and it might be a cumbersome haul on rough terrain since spinner wheels are meant to rotate 360 degrees. 2-wheeled roller luggage (also called roller luggage) is often considered more durable, but can be more prone to tipping if the weight inside is unevenly distributed. Another thing to think about before buying roller luggage is how frequently you’re traveling to hilly destinations, because lugging the 2-wheel suitcase behind you might feel more like a workout.

International or Domestic Sizes

Before landing on a particular suitcase, it’s important to familiarize yourself with airline carriers’ international and domestic carry-on size requirements because they’re different. Most domestic airlines carry-on measurements are 22 in. x 14 in. x 9 in. As for international airlines, the carry-on measurements are smaller than domestic, and might also have a weight restriction. Be sure to check your airline’s carry-on size limitations to make sure there are no surprises once you get to the gate.

Surprisingly, this duffel isn’t just a floppy sack with a zipper and some handles. It’s made with a pretty burly outer material and has plenty of padding and structure throughout. It stands up on it’s own when empty, which makes it much easier to pack.

I haven’t put it through long-term use yet, but it definitely feels like it will last a long time. The tradeoff is that it’s heavy; at almost 5 lbs it’s one of the heaviest on this list.

My favorite feature is that the Monarc Settra can convert into a backpack for longer carries. It has nicely padded shoulder straps and even a hip belt, which isn’t common. I’ve been impressed with the comfort and load-carrying ability in backpack mode. Is it as good as a dedicated backpack? No. But it works really well for what it is. The backpack straps also stash away neatly when not in use.

Finally, this duffel is absolutely packed with features and pockets. There’s a removable shoe pocket, stash pockets inside and out, a long admin-type pocket on the side, a deep pocket for water bottles, and a padded laptop sleeve that fits up to 17-inch devices. Honestly, I think there are too many pockets—more than I’d ever use, anyway.

It’s probably a bit overkill for many people, but the Monarc Settra Duffel Backpack is awesome if you want a solid duffel bag while also doing good for the planet.
