Bosses have spent the better part of two years summoning their employees back to the office, making remote-loving workers “quiet quit” in protest, while others have threatened to quit for real. But that’s secretly what a significant chunk of CEOs were hoping for.

According to research from BambooHR, a survey of more than 1,500 U.S. managers found a quarter of C-suite executives hoped for some voluntary turnover among workers after implementing an RTO policy. 

Meanwhile, one in five HR professionals admitted their in-office policy was meant to make staff quit.

It’s why the report concludes what many workers have long suspected: that “RTO mandates are layoffs in disguise”.

Return-to-office mandates haven’t gone as hoped

It’s no secret that rigid in-office policies haven’t landed well with workersAmazon is perhaps the most documented example of how ugly the RTO battle can get.

Around 30,000 employees signed a petition protesting the company’s in-office mandate, and more than 1,800 pledged to walk out from their jobs to take a stand. When the tech giant eventually demanded workers show face in the office five days a week, numerous staffers told Fortune they were immediately updating their LinkedIn profiles and “rage applying” for new jobs. “Honestly, I’ve lost so much trust in Amazon leadership at this point,” one person said.

Research has shown 99% of companies with RTO mandates have seen a drop in engagement.

Meanwhile, separate data shows that nearly half of companies with return-to-office mandates witnessed a higher level of employee attrition than they had anticipated, and 29% of companies enforcing office returns are struggling with recruitment. 

Even BambooHR’s research has highlighted that nearly a third of workers would consider leaving their positions if forced to return to their company’s vertical towers.

But in reality, many workers aren’t following through with such threats—and fewer are quitting than bosses had hoped.

Nearly 40% of all managers in the survey said they believe their organization did layoffs because not enough workers quit in response to their company’s RTO mandate.

Job openings saw an unexpected rise for the month of April. According to data from the Bureau of Labor Statistics, available jobs rose by 191,000 from the previous month to nearly 7.4 million.

The increase was higher than the 7.1 million jobs FactSet economists had anticipated for the time period. The percentage of unemployed workers dropped from 1.03% to 1%, and hiring rose by 169,000 to 5.6 million.

Federal job openings are up

Somewhat surprisingly, given the Department of Government Efficiency’s mass layoffs, federal job openings also rose. In March, there were 121,000 federal jobs open. In April, that number was up to 134,000. Federal layoffs also fell to 4,000 from 8,000 in March. That was down from a staggering 19,000 in February.

While DOGE cut at least 280,000 jobs during President Trump’s first several months in office, according to recent estimates from Yahoo Finance, thousands more likely lost jobs indirectly due to cuts to federal funding. The Trump administration has cut billions in funding to national parks, disease research, national security, and more. 

April’s uptick in federal job openings could be at least partially due to the fact that several federal departments scrambled to hire employees back after conducting mass layoffs.

An uncertain moment for workers

In spite of an increase in job openings more generally, layoffs also rose, jumping to 1.79 million—an increase of 196,000. And the number of people leaving their jobs by choice, a good predictor of worker confidence, fell by 150,000 to 3.2 million, showing workers may be becoming weary about their ability to find new employment.

Carl Weinberg, chief economist at High Frequency Economics, told Reuters that the latest report is a sign that companies are retaining employees while awaiting the impact of new Trump-era policies. “Once companies are more certain that bad times are coming, they will start to shed workers.” 

Weinberg continued, “However, the economy is still near full employment. We suspect companies are still hoarding workers until they are very, very sure about an economic downturn.″

People Can Fly, the developer of Outriders and Gears of War: Judgement, announced Monday that its ending development on two of its upcoming games due to issues with its publisher and an inability to secure funding to continue development. As part of this decision, People Can Fly will be forced “significantly regroup” and “scale down [its] teams,” the studio’s CEO Sebastian Wojciechowksi shared in a statement on LinkedIn.

The statement doesn’t elaborate on how many staff will be impacted by the cuts, but does call out Project Gemini and Project Bifrost as the two games being cancelled. People Can Fly made the decision to shut down Gemini because the game’s publisher failed to provide a publishing agreement and didn’t communicate “its willingness to continue or terminate the Gemini project.” Without that publishing deal or the funds to continue working on Bifrost — a self-published VR game — the studio was forced to cancel it, too.

This isn’t the first time People Can Fly has shut down a project or made cuts to its teams. In December 2024, the studio announced that it was ending development on a game called Project Victoria and also reducing the number of people working on Bifrost. In that same announcement, People Can Fly also revealed that Square Enix was publishing Gemini.

People Can Fly last worked with Square Enix to publish Outriders, somewhat of a minor cult hit now, but not a commercial success at launch. Even with the cuts and cancelled games, the studio still has multiple upcoming projects in the works, including Project Delta, which People Can Fly is creating for Sony and Gears of War: E-Day, which the studio is co-developing with Xbox studio The Coalition.
