Dog In the Window

In a move that was a surprise to many, and a rude shock to others, members of the Valdosta City Council, Georgia, voted unanimously to ban pet retail sales as part of a city ordinance at a recent meeting; a move that Petland owners Ben and Geoff Hoofnagle are none too impressed with. 

For some, it may seem like a natural progression following the passing of Georgia House Bill 331, which, earlier this year, made the selling of cats, dogs, and rabbits in outdoor stalls like markets and roadside stands illegal. Perhaps pet stores initially saw this as a positive step towards boosting their retail sales, but it seems that those within Valdosta’s city limits might be in for a rude shock.

Following the announcement of a pet retail ban at the November 6 city council meeting, the Hoofnagles issued a statement (see below) expressing their disappointment and frustration at this surprise change in city ordinances. Which is understandable, given that they just opened a brand new store in Valdosta in October this year. According to the Hoofnagles, the pet sales ban could have a detrimental impact on the two years and hundreds of thousands of dollars invested into developing and opening the independently owned and operated franchise in accordance with Valdosta city planning approval.

They claim that Petland prioritizes animal welfare, health, and safety, using only USDA-licensed breeders to source the animals they sell. However, what does that really mean?

The Problem With Pet Store Puppies

Valdosta might be the latest city to ban the retail sale of pets, but they are not the first. In December 2024, New York introduced the “Puppy Mill Pipeline Law” aimed at shutting down puppy mills, joining California, Colorado, Maine, Maryland, New York, Illinois, Oregon, Washington, and Vermont, as well as hundreds of US cities that have banned the sale of puppies, kittens, and rabbits in retail stores.

Why?

Bringing a pet into your home should not be taken lightly. It should be a lengthy process of consideration and thought, not the result of an impulse buy.

When you buy a puppy or kitten directly from a breeder, you have the opportunity to see where they were raised, meet the mother (and sometimes the father), ask questions, and get a good feel for the health and welfare of the animal you are purchasing and where it comes from.

When you buy a puppy or kitten from a pet store, you might be able to view some paperwork, health certificates, and a USDA breeder licence, but how much does that really tell you? According to ASPCA reports, the requirements for becoming a licensed breeder do little to improve the welfare of the dogs being used to churn out the millions of puppies that are funnelled into pet stores every year. The puppy in the pet store window might be fattened, fluffed, and full of energy, but that is often a far cry from how they were born and raised.

Sadly, the moment selling puppies became a business, profitability became the top priority for many disreputable breeders, with “puppy mills” springing up all over the country. Effectively ‘factory farming’ for pets, these puppy production businesses have been known to keep dogs in squalor, providing the bare minimum to keep them producing puppies that would be taken to pet shops and sold to unwary dog lovers. Fortunately, as people become more aware of this horrendous practice, we are finally seeing a change.

Be Part of the Change

Although the changing laws will no doubt be quite a blow to pet stores that have been enjoying the benefits of being the puppy sales middleman, it’s important to focus on the positive outcomes of banning pet retail sales. When puppy mill traders can no longer sell their wares, they will cease to exist, and we should all want to be part of that movement and the best way to do that is to only support pet stores that do not sell puppies and kittens.

  • When looking to buy a puppy, always do plenty of research first, and only buy from a reputable breeder, and ensure that they are happy to have you visit their home and see where the mother and puppies live.
  • Don’t buy from pet stores, markets, or anywhere that doesn’t feel right. You might feel like you’re ‘rescuing’ a puppy from an unfortunate situation, but you may be inadvertently financing a puppy mill.
  • Adopt from an animal shelter. You can find dogs and puppies of all ages, breeds, and sizes at animal shelters, and the adoption fee goes towards the care and rescue of dogs in need, not into the pockets of unscrupulous puppy farmers.

Hopefully, it won’t be too long before the United States joins countries like the UK and much of the European Union in having a complete ban on the sale of puppies and kittens in pet stores. After all, shops should be for ‘things’, not family members.

Official Statement from Petland Valdosta

“We are deeply disappointed by last night’s city council action. After nearly two years of planning, permitting, and investment, we opened Petland Valdosta just last month in full compliance with all city regulations and requirements. We followed every rule, obtained every necessary license, and contributed significantly to Valdosta’s economy and community.

Last night, without notice to our business, without public comment, and without any opportunity for impacted parties like us to be heard, Council surreptitiously added retail pet sale ban language to an existing agenda item about responsible dog ownership policy. This ordinance was passed unanimously with no public process whatsoever.

This action raises serious legal and procedural concerns. The City’s own Rules of Conduct require public notice, opportunity for public comment, and due process. None of this occurred. Additionally, Georgia’s Attorney General issued a formal opinion in 2019—just six years ago—concluding that retail pet sale bans are preempted by state law and conflict with Georgia’s Animal Protection Act. That legal analysis has not changed.

We have tremendous respect for animal welfare, and Petland has been a leader in responsible pet ownership for nearly 60 years. Petland sources all puppies from USDA-licensed breeders, maintains rigorous health and safety standards, and provides expert guidance to every family we serve. We’re also proud of our community programs, including our Adopt-A-Pet initiative that has helped over 350,000 animals find homes.

We are exploring all available legal options to protect our business and the hundreds of thousands of dollars we’ve invested. We are committed to working with city leadership—if they’ll engage with us—to find a path forward that respects both our business and the community’s values.

When one expectant mom woke up recently, it wasn’t to the sound of an alarm—or even her toddler. It was her cats.

In a TikTok posted by @brownsfam on August 19 (now with over 3.3 million views), the mom of two—pregnant with her third—filmed her cats perched on her bump, kneading away. As their paws pressed down, her unborn baby kicked back, as if saying hello to his furry siblings.

She captioned the moment: “POV: You’re woken up to your cats doing this while your baby boy kicks them back.” In the comments, she admitted, “They do it every night.”

Parents everywhere couldn’t get enough of the interaction. 

@shelley1219 wrote: “I’m 37 weeks and this happened for the first time last night with my 2 fur babies. My human baby must have thought he was getting jumped because he was kicking with all his might for dear life.” 

Another @xbinky17x86  joked: “They are telling their new best friend to hurry up.”

Can cats really sense pregnancy?

While there’s no definitive scientific proof that cats know a baby is on the way, experts say it’s not impossible. Cats have an incredibly strong sense of smell, and some research suggests they may detect hormonal changes, shifts in body temperature, and even new routines during pregnancy.

Registered nurse and maternity photographer Dayne Adams told Newsweek that in his studio, their resident cat often kneads the bellies of pregnant clients: “Maybe it’s science. Maybe it’s instinct. But after seeing what we’ve seen, I wouldn’t bet against a cat’s intuition.”

The sweet role pets can play in prenatal bonding

For many moms-to-be, pregnancy can feel isolating, and moments like this remind us that connection starts early. A baby’s first “hello” might not just be for their parents—it can be for the pets who are already family. This kind of interaction can help parents feel supported and even imagine the bond their child will share with their pets one day.

Safety and what parents should know

Of course, many pregnant moms worry about toxoplasmosis, a parasite sometimes carried in cat feces. The CDC recommends avoiding litter box duty during pregnancy or wearing gloves and washing hands thoroughly afterward. But cuddling on the couch—or in this case, a belly kneading session—is safe and often comforting.

Kneading, often called “making biscuits,” is a cat’s way of soothing themselves. For expectant moms, it can feel like an unexpected but sweet reminder: your baby is already surrounded by love.

Similar to our top choice for tackling odors, the Levoit Core 300s Smart Ture HEPA Air Purifier, the Core Mini has a three-stage filtration system that is designed to filter out air pollutants, and it runs quietly with 25dB rating, so it’s unlikely to interrupt your sleep.

This air-purifying device from Bionaire features six stages of filtration consisting of two pre-filters (one fabric and one mesh), a true HEPA filter, a carbon filter,  a UV light, and an Ionizer. The Dyson Purifier Cool TP07 Smart Air Purifier and Fan was previously our Best Overall choice because of its powerful filtration capabilities, cooling effects, and quiet operational experience. But with a price that’s nearly double our latest Best Overall, the Winix 5500-2 4-Stage True HEPA Air Purifier, we decided to find a new spot for this one on our list. 

While it is a larger unit, its footprint is relatively small, making it a great floor air purifier that won’t take up too much space in your home. It also emits minimal noise with low decibel readings even at the highest power level so it’s suitable for use in a bedroom and is unlikely to interrupt your favorite tv show. Aside from its quiet operation, this purifier also has smart capabilities with a user-friendly app that connects to Wi-Fi to control the purifier. To cleanse the air in a large space at an affordable price, the Veva ProHEPA 9000 Air Purifier is our top choice. We have not yet tested this model, but it is a larger version of our previous Best Budget pick, the Veva 8000 Air Purifier, that is currently out of stock.

The 9000 is capable of clearing pollutants in rooms measuring up to 600 square feet. It has three speeds, with the lowest being extra quiet and the highest, ultra turbo speed providing maximum purification of strong odors, fine dust, pet dander, pollen, smoke, mold, and lint. The four levels of filtration in this air purifier include a washable pre-filter and a HEPA filter with the ability to remove particles as tiny as 0.3 microns.

Like the 8000, the filters are easy to to access for cleaning and they are fairly low maintenance. Veva recommends swapping in a new filter every two to six months to keep the ProHEPA 9000 purifier operating efficiently.

It also emits low sound levels and features built-in sensors that automatically adjust to optimize air quality, dim the display lights, and conserve energy. For anyone looking for a purifier under $100, check out the Levoit Core Mini Air Purifier which can filter up to 327 square feet and operates quietly.

Other Options We Tested

Hamilton Beach TrueAir Air Purifier: This air purifier was previously our best budget pick based on home testing and research, but after testing in The Lab, we determined there were better-functioning options available at this price range. While we were impressed with the whisper and quiet settings available on this air purifier, which registered a 48.1-decibel reading, its filtration capabilities were not strong on the lowest setting, which still registered 275.7 PM 2.5 after five minutes in the zipped greenhouse.

Pure Enrichment PureZone: We included this purifier as our previous best portable pick but found better options after additional testing in our Lab. While this air purifier is lightweight and has a handle for easy transport, it did not perform well in our greenhouse PM 2.5 test. After running on its lowest setting for five minutes, the purifier measured 829.2 PM 2.5, compared to the 999.9 level prior to turning on the purifier.

We tested 47 air purifiers across our labs in Des Moines and New York City putting them to the task of tackling pet dander and odors.  First, we studied their setup, considering any additional parts that had to be added to the purifier, and we timed the process of getting the purifier out of the box and running.

Then we considered the design of each air purifier, looking at features like oscillation, type of filters included, timed settings, smart capabilities, and color options. Next, our testers measured the noise level of the air purifiers on their highest and lowest settings using a decibel meter. Our testers also evaluated all of the features available on the air purifiers and took time to evaluate their ease of operation and accessibility, especially if an app was available.

To test effectiveness, we set up zippable indoor greenhouses and burned incense, and released artificial pet hair to simulate a polluted air environment, then measured the PM 2.5 (particulate matter) in the air prior to turning on the air purifier and after having the air purifier on for five and 10 minutes. This test was run initially with each air purifier at its lowest setting and then again with the air purifier at its highest setting.

Some air purifiers we tested had VOC (volatile organic compounds) filtration capabilities, so we conducted a similar test using the greenhouses and releasing moth balls in the chambers for 15 minutes before measuring the level of VOC gasses in the chamber and turning on the air purifier. Between tests, we also made sure to air out the tents using fans for five minutes before moving on to different purifiers. 

With all of these previous evaluations and tests in mind, we then asked our testers to look at the price of the air purifier and assess its overall value. We then narrowed down our top performers and sent each one to a tester for use in a real home with real pets for continued evaluation over the course of several months with periodic check-ins on ease of use and filtration maintenance needs.

What to Look for in an Air Purifier

The air purifier space has scientifically proven features to consider and technology-based enhancements that you may or may not find useful (app control, voice commands, remote control) along with extraneous attributes added by manufacturers in an effort to differentiate their products. 

Key Terminology

HEPA: The U.S. Department of Energy set the definition and standards for HEPA filtration, which stands for High-Efficiency Particulate Air. According to the Environmental Protection Agency, HEPA certification is given to filters capable of removing at least 99.97 percent of dust, pollen, mold, bacteria, and any airborne particles with a size of 0.3 microns. 

CADR: Stands for Clean Air Delivery Rate and is a score calculating how quickly an air purifier is able to remove contaminants, such as dust, pollen, and smoke, from the air in a room. The CADR of your air cleaner should be equal to at least two-thirds of the room’s area. For example, if your room is 100 square feet (10 feet x 10 feet) a minimum CADR of 67 is needed.

Some manufacturers provide three categories for their CADR, such as our Best Overall choice, the Winix 5500-2 4-Stage True HEPA Air Purifier with a CADR of 243 (dust), 246 (pollen), and 232 (smoke). Others offer an average score, like VEVA 8000 Air Purifier with a CADR of 120, while some air purifier manufacturers do not provide CADR ratings for their models.

Activated Carbon Filter: These filters use activated carbon (also called activated charcoal) to filter out odors, such as the smell of smoke, and gases, including volatile organic compounds (VOCs) released from household products, from the air in a space. They cannot remove fine particles like mold, dust, or pollen from the air so should be used in conjunction with a HEPA filter.

Pre-Filter: Often the first filtration layer capturing larger airborne particles including pet hair and dust. It should be noted that an air purifier is not designed to be as powerful as a vacuum for the removal of pet hair from a space.

Strength

Some air purifiers are more powerful than others, and just how much power you’ll need will depend on the size of the room, how many pets you have, and what, if any, allergies your family members experience. Most air purifier product descriptions include a recommended cubic footage, indicating whether it’s appropriate for large or small rooms.

“Filters are also marked with a CADR (clean air delivery rate), which describes the cubic feet per minute of airflow through the device,” Dr. Payel Gupta, Medical Director of Allergy, Asthma, Immunology and ENT at LifeMD, told The Spruce Pets. “Be sure to match the filter’s CADR with the size of the room where you plan to use the filter.”

Cooling Features And Design

Besides cleaning the air, some air purifiers come with additional features, including odor and temperature control. Most also have multiple fan settings, so you can crank it when you’re out of the room, or use a quieter setting at night. You may also want to consider the look of the air filter if it’s going to be in a visible spot. Some come in a variety of colors, so you can choose one to complement your decor.

While some love the white-noise hum of typical air purifiers, others are annoyed by it. Fortunately, there are machines that are ultra-quiet and others that allow you to adjust the volume. On some models, you can preset runs to operate at different volumes during different times of the day.
